SQL Server 2014

We have a server using SQL 2014.  It give a memory paged out error every minute.  We have 32 GB on the server.  SQL is limited to 23 GB.
At the current time, we only have on small database running on it.  (with plans to move some more).  Task manager is showing we are only using 7% of memory.  Yet we continue to get errors.  We have installed all of the service packs.  Tried different settings for SQL memory.  We have tried many suggestions, and nothing seems to work.  Any ideas?  Thinking of going back to 2012

Message
A significant part of sql server process memory has been paged out. This may result in a performance degradation. Duration: 0 seconds. Working set (KB): 146084, committed (KB): 289384, memory utilization: 50%.

We get this every minute

RAMMAP is a good tool to release Memory until you find the cause. When you open RAMMAP select empty, then select empty standby list. This will clear out paged memory.

Might help to look into memory leaks.
