Can text be turned into a nice jpeg?

Putting up a website.
User will be met with a slide show on the home page.
In addition to conventional photos, we'd like to add quotations, but make them look really classy.  For example,

My thought is that this will involve a word processing application with a text editor (like MS Word) that allows user to provide fancy backgrounds (like Photoshop.)

We need this to be freeware.

I use PDFCreator when I need to print to a JPG file. It has options to print to several different formats.
Do what you want in a word processor or any software and print to PDFCreator.

I used Word to create the text with Insert tab ―> Word Art.

Save ad PDF...

Open PDF in Gimp

Remove background and save as PNG.

Now you can overlay the .png file over any background...

Unfortunately, the plug-in to open PDF files in paint.net does NOT seem to work. But if you print PDF as .jpg as akb suggests, then you can use paint.net to remove the background. You will then have to save this .jpg file as .png to conserve the transparent background.
