can't connect my phone to my laptop for android debugging

hi
i am new to all this so i'm sure i am doing something wrong.
i have enabled my galaxy note 4 for developper and checked the USB debugging.
i have connected my phone with it's usb to my laptop and i can't see it in the device manager. not under portable devices and not under other devices.
so i have tried in a friend laptop and there it appears under portable devices. so the usb is working.

so what am i doing wrong?

i have HP spectre 360 with windows 10.

please help

Is the usb on your laptop working? Try a different phone on your laptop, if that does not work then it is your computer.

hey, i can use a mouse with my usb, so the usb work. and another phone was recognized. so i don't see why my phone doesn't. what am i missing or doing wrong?

and sorry it took me some time to come back.

Just a guess: could it be that you need to unlock the phone for it to appear in device manager?
Also, is there at least a sound heard when you connect it?
This is the best money I have ever spent. I cannot not tell you how many times these folks have saved my bacon. I learn so much from the contributors.

what do you mean by "unlock"? I have enabled to developer options and enabled the usb debug.
when I plug the usb the only sound is from the phone, not my laptop.
