connection string to oracle is failing

I was using Imports System.Data.OracleClient to connect to an oracle database from vb.net and it failing to connect, connection was still closed even after passing .open. it as also complaining about OracleClient is absolute.

I downloaded and installed Oracle.DataAccess. and still failing. it is giving the error below.
