Video playback with mouse wheel control of playback position

I need a video playback software that will allow me to scroll forwards and backwards through frames.  I have used VLC, and it has this option, but the jumps are too big and I can't see a way to adjust it.  I would like something that can be moved slowly and then go frame by frame.  The videos are AVI, but I can probably convert them if a program needs a certain formal.  

Does  anyone know of one that can do this?

To save time how are you using the frame by frame in VLC
You can either reduce the playback speed  open playback then click on slower fine  click again to reduce even more until it plays in x1
 click on the frame by frame icon and then just keep clicking the icon it plays in slow motion frame by frame,
If it is jumping could be staggers on your computer, is your drivers up to date how much ram do you have.
mp4 plays smoothly in frame by frame.

drop your video onto now playing on the right side then play it pause it go to the top rightclick the bar and then expand the arrow enhancements play speed, a small popup panel which you can drag around.

The frame by frame works fine in VLC as does using the speed control.  The issue is I am reviewing videos of machinery looking for issues that happen.  I sometimes need to go rev and forward several times and something like the mouse wheel would work perfect for this.  However the mousewheel jumps in VLC are a few seconds apart and I need something that I can go frame by frame forward and reverse.  The slider and other methods are too big of jumps.  The e key will go forward a frame at a time, but I couldn't find a key that would go reverse a frame at a time.

If you ignore the mouse wheel for a moment - using Media Player Classic you can pause around the point you want and then by tapping the left and right arrow keys move precisely one frame at a time back and forth.
