fax issue

Hi Experts,
I have an issue with a fax line and can't figure out where the issue is coming from.
I have a phone line (no DSL) connected directly into a fax machine. when dialing the number the fax machine picks up but no handshake is happening ( the weird noise that we are supposed to hear from a fax)

I thought the fax machine was bad , so I brought another fax machine that works and plugged it in the same line and I am getting the same issue. How can I troubleshoot the issue of this line?

here is what is new and I am sure the issue is somewhere there. I ran multiple network cables for a new location of the fax ( I used a network cable , and I have done it numerous time at different locations) , I tested the cables with my tools and they work fine. so unless the cable(cat6) has some rating that is not compatible with the fax line I am very clueless on how to test this issue.
What is weird is that it rings, the fax pickup but no sounds of the fax signaling.

Any help would be appreciate.

That is correct it's a simple ATT analog line. I am gonna grab a phone and try it. I just left the place I am gonna return it in an hour and test it again.

If you have any other suggestions let me know.

I haven't had the deal with analog in a while but a test call is def a first step.
If you call ATT and they send out a tech what will they do? Clip on a butt set and make a call. :)
