Ipads and apps

I'm aware that there a few ways to install apps onto multiple ipads, when I say mulitple, I mean around 16 or more. They can be done over wireless, via Apple Configurator, via itunes.

The reason I mention this is that someone I know said that they have a sync unit that holds 16 ipads. Now they said that they installed lots of new apps onto the ipads by installing onto one and then syncing to the others. However, I assumed that this could only be done via itunes or Apple Configurator with a sync unit. Can ipads sync as easy as that by installing onto one and then syncing to the others without itunes or Apple Configfurator. The only other way I can think he actually did it was via icloud, which I assume installs onto all others when installed onto one.

No, you are only allowed to have 4-5 devices assigned to one icloud account. The configurator makes use of the enterprise functionality available to companies and educational entities to setup multiple devices at once with the same content.

As I thought, so basically, ipads cannot be synced without AC or itunes ?

Then I believe this someone must have taken sometime to install the apps over wireless onto each ipad, as I know for sure they don't know how to use AC and iTunes to install apps.
There are third party apps that can do this as well.  We use MaaS360 to perform this.
