Cisco AIR-AP18521-A-K9 cannot connect to DHCP address, can ping
We have a WAP we are trying to do the initial config and cannot access, via a browser, the DHCP assigned address for the unit.
We can ping the address, but the browser does not get a connection.
Any ideas on what may be wrong, what perhaps is the corrrect method to connect?

Just for fun, try a different browser. Firefox may work where Internet Explorer, for example, doesn't.
Are you trying http or HTTPS?
Is the part code you provided correct? It sounds like you have a lightweight AP which requires a controller and has no GUI.

If HTTPS is enabled on the AP, you would need to access the unit specifying HTTPS as the protocol in the browser.
Ex: https://192.168.10.1

Tried with and without https; cannot connect even to the IP shown on DHCP from the server, I can ping the IP but cannot access via browser as I would expect.
So yes I think you have a lightweight AP rather than an autonomous one.
Can you connect to the console via serial and post the output from while the AP is booting?

I don't find a bundled all in one for the unit. There seems to be controller-WAP combos, but not an all in one. Any idea on part numbers?
The mobility express has a letter 'C' on the end.

Do the APs have Autonomous code on them?

They do not. The client moved to Fortinet Router controlled WIFI units and the use of Cisco is not an option for them.
So I'm puzzled. If they dont have Cisco APs why reopen this Cisco AP question with your comment relating to 1850 series APs?
