Connecting On-Premise Network to Cloud Server

Is it possible to configure a router to create a VPN tunnel direct to a Cloud/hybrid server without the need for
the user to double click an icon on their desktop for dial up VPN?

We would like to set up a permanent VPN connection to a Server let's say for example which is hosted on a Microsoft Azure Cloud Server running AD and File Data Sharing.

Our Customer currently have a Draytek Vigor Router and I'm not sure if it's possible to create a dedicated link to the Cloud Server network via this or how other companies go about actually connecting their on premise network to a Cloud Hosted Server?
Is it a complicated process?
