What VFP's property must be configured to show a  tooltip  text in the Windows bottom toolbar ?

In more detail "File Description" is one of the properties you set in the build dialog, after selecting you want to build an EXE and clicking the [Version] button in the lower part of the Version dialog, where you also can set "Comments", "Company Name", "Legal Trademarks", "Legal Copyright" etc.

You are perfeclty right.
There's another way I see for some of the applications i pinned to the taskbar: The name of a lnk file you really attach is taken for display, too. So even without having that file property set, if you create a link file its name determines the tooltip text.
