In order to Lync to work you need to have a Lync environment to work. Lync has recently been renamed to Skype for Business btw.

Correct. Lync will not just work by itself - it needs to connect to an collaboration infrastructure. What are you trying to accomplish? What is your goal? Because Outlook doesn't have an instant messenger (like Lotus Notes does).
