I suspect you may be using IMAP on the tablet and phone and POP on Outlook. Is this correct?

You will probably need to setup separate account in Outlook for the  iPhone which uses iCloud for it's Email and the Android usually uses Google Gmail.

For Apple iCloud see this link:

For Android GMail this link:

How did you set up Outlook?  If you set it up as POP and also, removed mail from the server when downloaded, then the mail will go away from phone and tablet. That is normal.

So you need to use IMAP everywhere

If you can import the email PST file into IMAP at the mail server, then I think the emails should show up on phone and tablet. I am not certain if the mail is marked "READ" whether this will work. You may need to mark the mail "UNREAD".  It may not be worth it.

Set everything to IMAP, import the PST into IMAP and then going forward, email will be on all devices. Within a week it will all look current.
