Check your HDD.  I like this program.  http://www.hdtune.com/

Also try booting with Knoppix http://www.knopper.net/knoppix/index-en.html and see if your file access is any different.

This would tell you if it's hardware or the OS.
What happens instead?
Try another user profile.

If the pc freezes (screen freezes, mouse pointer visible but frozen), mainly two reasons need to be investigated:

-graphics card driver - is it up to date?
-temperature of the graphics card and/or CPU, check how it is when it freezes.

When the folder windows is open the whole screen goes black for a few seconds and back to normal. But the folder did not open

When I click on the taskbar logo only the task bar goes black a few seconds and then back to normal.
But the folder doesn't open.

But I am using my PC to write this and go online so everything else looks fine.
I'd like to add to the solution that over 65% of the personal computers I've upgraded or installed windows 10 have had severe to catastrophic problems resulting in a reverting back to windows 8 or 7.     Windows 10 is far from stable.  I'd recommend anyone wanting to make the change to have very good backups of their prior configuration and personal data.  ESPECIALLY PERSONAL DATA.
Windows 10 is far from stable   <-- NOT true if done correctly.

Since you just did a reinstall, I suggest you try a different Windows User Account.

Are you using legacy (old) software. That may be your issue.
Again: Try another user profile. And about the freezes, look for another graphics driver.
Of course also update all drivers if possible and check that you run the latest win10 version ("1511"). It can be checked with the command
winver
I am not sure if I use legacy

For an other user, if I didn't create one just I just go ahead an create a new one?

Also I forgot to mention that just before it happen I plugged my nexus 7 tablet via usb to transfert files from PC to tablet

That"s went things went wrong

The tablet looks fine though
For an other user, if I didn't create one just I just go ahead an create a new one?

Yes.

just before it happen I plugged my nexus 7 tablet via usb to transfert files

That should not hurt. I plug in my iPhone all the time.  Did the tablet have its files registered to a different computer / user name?  Then when it sync'd back it put them under a different user?
I am not sure
When I plug the tablet I saw it as a driver I tried to open it and everything went black
Is the tablet working properly? Is it supposed to connect to Windows 10. The seems to be a hardware error somewhere .
Yes the tablet is working fine

I'll be repeating what others have said earlier.

But first test is to see if the computer works OK with another profile.
If it does then quite possibly you've adjusted something that Windows Explorer doesn't like.  And yes, that is possible.  Setting the Zoom or Scaling level in Windows Explorer can cause problems.
I did a clean reinstall by holding shift on restart
Everything looks good now
Thanks for the update and I was happy to help.
