Is it possible to deploy SCOM 2012 by creating instance on existing SQL server 2008 (On Win 2008 r2) server? Would it risk other critical database I have on SQL if I use same SQL server for SCOM 2012 deployment .

Recommendation is to use a dedicated SQL Server instance but it will work if you're using an existing one. You just need to provide the existing SQL Server instance name during SCOM installation/configuration

Would I need to get DB admin credentials from database team? or will create DB with the credentials entered during the installation of SCOM or do I need to ask DB team to pre-stage DB with credentials and then install SCOM?

During the installation it will request for SCOM credentials and the setup program will add it to the SQL Server instance.
