Requested action not taken Mailbox unavailable

I have several users that are unable to email a specific domain.  We have tried sending from multiple email accounts to multiple recipients and get the same bounceback.  However, if I try to send to any one of the recipient accounts that produced the bounceback message from my gmail account, it goes through with no problems.  I have contacted the IT dept for the receiving domain and they have whitelisted our domain but are saying they never see the email hit their servers.  We are not blacklist and I have disabled all mail filtering with the same results.  Any help would be appreciated.
