Notes? Which version?
Which mailbox do you want to move, on the server or on his PC?
Why do you want to move the mailbox? Will he have a different Home server? In that case, you can use the Admin client to move the database to the correct server.
You shouldn't create a new Notes-ID for him. If the department is mentioned in his ID, just correct the department name in his ID file.

He is in same Domino Domain but both of windows Domain. what is you said "Adminp" ?
This version is 8.5 .To move his mailbox in PC, he don't have a Home server. Just in case, do you need to re-cert ID ?

Good response
Are you using the same Domino domain in both Windows domain?
Disable the Single Logon to synchronize Notes and Windows OS password if it is in use.
If you are in the same Domino Domain, the best way is to use Adminp to move his personal mail file.
When you speack about a new ID, is it realy or just a recertification?
In all cases, don't forget his personal Names.nsf, journal.nsf.
