BitLocker Administrative Templates not available in Group Policy Management Console

We are working on getting BitLocker up and running on the laptops in our organization.  We are using Windows 8.1 clients and our DCs are Server 2012 R2, running at the Server 2012 R2 domain and forest functional levels.  I am trying to set up the group policy settings described here, but when I try to access them at Computer Configuration\Administrative Templates\Windows Components\BitLocker Drive Encryption, I do not see Bitlocker Drive Encryption available to me.  I'm not sure what I need to do to make those policies available for use.  Thanks in advance for your help.
