RDS Licensing Servers (only): Best practice for HA and 2 Datacenters?

ITAddict used Ask the Experts™
This is a two part question:

1) around the architecture/best config?

2) What does Microsoft allow for RDS CALs, in an HA config (without violation of agreement)?
Lets say we have 100 total RDS CALs (to keep it simple). Can I put 100 on each of the 4 servers (I'm assuming not)?
Or do I need to put 25 on each of the 4 servers? Or another config?

I was heading in this direction (SEE ATTACHED)please let me know if you see any issues with this. They will all be Server 2012 R2 virtual servers on VMware vSphere. Now, I know and get vSphere has DRS/HA, but that won't distribute the traffic from the user sessions.

RDS has a separate licensing server role. *That* manages license issuance. You don't put licenses on the session hosts themselves.

Yes, I am aware of that. That's why I said licensing servers ONLY in my title

you are going to have 4 licensing servers? Why? Could you not use replication of 1 licensing server?
if you have 100 users/devices then you would need 400 CALS in my way of thinking.

Do to licensing constraints, I am going to use just 2 servers (one in each data center)

Thank you
