I trying to forward messages based on time using rules. However i can't find anything in the rules parameters to specified a time. Is this possible?

you can create blank Rule in outlook (I am talking about Outlook 2016 in my case) where specify Date span, see:

outlook doesn't natively allow rules to run at a specific time.  what you can do in outlook vba is create a module that will enable disable a rule and use the time component from get-date to do the checking

Outlook does not provides any rule to forward messages based on time. If you want to forward message which you receive between two dates then you will try the rules which suggested by helpfinder. However you need to forward messages based on time then you need to using VBA macro code. I have found a thread http://superuser.com/questions/896882/force-outlook-to-send-mail-on-or-after-a-specific-time I hope it will work for you.
