External IP vs Internal IP

We recently changed ISP and now have a router that does not support NAT Loopback.

We use software that is configured with the IP address of our server.  For notebook users we use the public facing IP address and have port forwarding to point to the server.  When outside the network the public facing IP address works OK.  Since we changed the router the public facing IP address no longer work when inside the LAN.  For desktop users I can change the configuration to the local IP address of the server however for the notebooks we need to use the public IP address.  How can this be resolved.

I have a Windows Server 2008 R2 domain running DNS.

You are not necessarily stuck with the router you get from your ISP.  Consider getting another (cheap) router that does permit loopback (or using the router you used before you changed ISPs.)

Still not sure what the answer would have been if only an IP address was accepted by the software;'s client.

Yeah, it would be very unusual for any software to REQUIRE an IP address instead of a DNS name. Using DNS is great because if the IP changes you only change it in one place. DNS. Everything else gets the change from there automatically. If you were using the public IP instead of a name, and had to change it for any reason - you'd have to touch every system.
