Recover data from failed SSD SanDisk Ultra II

New SSD drive stopped being recognized after 2 months.  Good news is all my data is continually backed up and SanDisk is sending me a new one.

Is there a software tool that can read or better wipe out data from a bad SSD?

If the drive is not being recognized by any computer you try it on then it is dead and there is no need to erase it. You can destroy it if you want to be sure.

If I could get to it, it will save me a lot of time reinstalling programs. Only my data is backed up.  More importantly, if I send it back, I don't want to have any possibility of data being accessed.  They said I could drill one hole in it after I asked if I can send it back smashed and I was assured it would be shredded.

Just because the drive is not accessible as is does not mean somebody with a little know how and the right tools can't extract data.
