Outlook Archive

I have a user with a large mail file (7GB) I am trying to reduce it by using archive feature in outlook 2013. What happens is the archive starts and runs through the whole in box in a matter of 5 seconds or so. Only the subfolders from the inbox appear in the archive. So far I have tried to delete and recreate his .ost file. I have ran scanpst.exe on archive file and fixed any errors. I have also tried  adding the registry key ArchiveIgnoreLastModifiedTime. I am able to drag and drop files into the archive without issue. User has huge mail file along with many many sub-folders so to do this manually is really not an option. anyone have this issue and/or know of a fix?

Moving the user's mail to another mailstore will cause the data to compact.  I'd try that first, if you have more than one mailstore.
