How to restore my Windows 10 PC from white screen

Hi experts
My PC starts with having the Windows 10 black screen problem. I could log in but everything went black. Cursor was the only thing I could see. But I could use Ctrl-Alt-Del.

I followed many suggestions I found from the Internet. I tried to roll back the driver of the Display. Now, after powering up the PC, it displayed the 'DELL logo' and the rotating circle, then went totally white. It doesn't even get into the login screen anymore. I'd tried to continuously press the 'F8' and the 'F12' keys during the boot-up, but they don't work any more (The 'F12' used to work). I'd also tried to connect it to a 2nd monitor, it displays the same thing as the primary monitor.

Kindly please point to me the right direction.

PS. My PC is a DELL all-in-one PC.

When the PC was bought, it was with Windows 8. (Unfortunately it was upgraded to Windows 10).
Therefore, I only have a Windows 8 Restore CD.

My question is how to get the PC to run the CD.
I'd tried leaving it in the CD/DVD ROM drive, but the PC would not look for it.

I'd tried pressing the 'F8' and the 'F12' keys in order to force the PC to give me an alternative option to run the CD, but these keys no longer work.

Thanks CompProbSolv  and rindi.
I did as per CompProbSolv suggested: I used the F2 key, then restored the PC (from all white screen) to the point where it had the Windows 10 black screen problem.
Then I followed the link from rindi, downloaded the windows10 iso, and reset the Windows 10 in the PC. Now the black screen problem is fixed; which was what I wanted.
