is there an separate component for drawing in Open Office, like Visio to Microsoft Office?
Yes, it's called Draw.

I think that all of them are good choices, the best one can be chosen on the base of your needs.
If you follow this link you can better understand what I'm trying to say.
Right now, I prefer applications portables which doesn't need installation then my personal choice is "Diagramly" (but this can be a wrong choice for you).
I also use OpenOffice as first choice, if I need to install a package which have many features and many file formats.
I'm also an OpenSource software developer and (many years ago) I been part of the community of OpenOffice as contributor....then....
