My Galaxy Note 2 only sends out / receives whatsapp messages when connected to Wifi (not when on Data Plan / 4G)

I think some setting has changed on my Android Note 2 but I don't know what:
only when the phone is connected to a Wifi service, will incoming/outgoing
whatsapp messages got received/sent.

It won't send/receive if I'm on data plan: I heard there's a setting somewhere
which I must have inadvertently set without realizing it.  What's that?  

However, while on Data plan, I can still receive/send SMS and calls

Hmm that was already unchecked: maybe I'll test it out : could have
been accidentally unchecked again

I went out of the house where there's no Wifi connection &
tested sending a whatsapp message & browse the Net with
Chrome on my Note2 & both did not work with that setting
unchecked.

Then I checked that setting & try again, still no luck while
SMS & phone calls are Ok.

What else could be missed on the phone's settings?

I've checked my Data Plan's usage is still far from the 3GB
limit & the telco told me if it exceeds the 3GB, it will still
allow data to go thru, just that they'll charge at extra rate

I tested it with my spouse who is at home & her iPhone is connected to
Wifi.

Don't think it's her iPhone as she was able to receive/send whatsapp
messages with colleagues & school teachers while I'm the only one
who is not sending out/receiving

Spotted "Mobile Data" is not turned on: will retest this

ASKER

The telco shop sold me a Prepaid SIM the other day & told me
I have to disable "Cellular Data", else the Prepaid will run out of
data limits in no time.

The Prepaid SIM was swapped into my phone for a few minutes
to do some tests & I guess after my original postpaid SIM is put
back, the Cellular Data is still Off
