Any reason why not choosing the latest version?

If you buy VS with MSDN, you will be able to download older versions as well.

Agreed - get an MSDN subscription and you can use VB6 if you want... all the versions with keys are available for your to download from MSDN once you have the appropriate subscription

As usual any new version has bugs, and from my experience I always choose the one that is older. Never buy a new version.

Do you mean that if I get 2015 ver then it's product key license will work on 2013?

No, I mean if you buy a subscription to MSDN, you get access to download whatever version with the appropriate key you want.
you could download vs 2015 community for free.

it has (about) the same features as the vs 2015 prof.  

if you are satisfied with vs 2015 you could buy the vs 2015 prof. where it is cheepest (i would buy a dvd) and it would work with the project files of vs2015 community (or could convert older projects).

if you are not satisfied and buy vs  2013 prof. you could not use the newer project files. however, it normally is an easy job to create empty project files and add all sources. alternatively, you could edit the vs 2015 project files with a text editor, and change it to work with vs 2013. if you didn't have used vs 2015 specials, this is an easy job as well.
