Activating CGI

I have prepared a CGI application. It is a single exe without any Setup requirements.
As I am new to Web Development I would like to know what I have to instruct the
person handling the Website to do ?

I did not understand your question about the Headers, how do I check.
If this might help:
I am using Delphi. I just have to use the wizard and my REST Server is up and running along with 2 sample functions, I get to choose CGI or ISAPI.
Thru the browser URL I get the HTML page.
I struggled with IIS settings and got all stuck up so was planning on CGI.
But as the person handling the Website is a competitor and we both work for same customer he could well refuse to upload the CGI.
