you need to find the location of "Digital Certificate for VBA Projects"

usually it is located in inside Microsoft Office Tools. to access Microsoft Office Tools
the Click the Start button, point to All Programs, click Microsoft Office, click Microsoft Office Tools, and then click Digital Certificate for VBA Projects. In the Your certificate's name box

once you found Digital Certificate for VBA Projects

open it, and a small box will open. type a descriptive name for the certificate.  for example your name and click ok. see the screenshot below

then go back to VBE editor and there you will no loger see the error. click ok choose and you wil find your name as digital certificate. select it and click ok and thats it. to read more click here

That fixes it, thought the import was just an import, didnt matter what format it was in. But this worked. Thank you
