How to share calendar from outlook 2013

So my user has tried to give permission and she tried to delagate however she gets an error message that says she does not have permission on her network. I have been to our network admin and he says that she has full permission. I am at a loss and cannot find any relevant info on the web.
OK. So I went to the person who wanted to view the shared calendar and added the calendar to her. Now she can see both calendars however I still do not understand why the person who was giving permission was getting the do not have permission on her network error message. If that could be explained that would be of most benefit.

Mt theory is that she does not need to give permission as the viewer has sufficient permissions as well.

Ask the User to follow the steps underline here to share the calendar and let us know if User is still getting the error.

Update - My user is able to view 2 of the 3 calendars. The third calendar is not associated with an email address. This calendar is called Social Media. There is another calendar that is associated with an email address called socialmedia @whereiwork.net. I can share and view this calendar but not the other. Any advice on how to move forward?
