Can't see certificate template inside /certsrv web site on CA

I setup a new CA. Domain-level- 2008r2. CA is a 2012r2 server running enterprise CA. I set up the new CA so we could move away from SHA1 and go to SHA256 certificates. I had no problems getting the CA setup. I am now trying to conifgure the web enrollment. I got enrollment working but when I try to make a newer template available I can not get it to show up in the dropdown list in the /certsrv/certrqxt.asp web page. I can get existing templates working but I can't seem to duplicate a template, change the provider to CSP, and get it to show up in the drop down on the request form. I know the user has permissions to read the template. Any ideas?  I've tried manually adding the template using the CMD but that doesn't seem to help either.
