Can you ping the remote IP from the local network?

yes but it is sporadic not consistent
 from the att network

Works fine from any other network

Alright, if pinging isn't consistent, it's not a problem specific to RDP.  RDP needs a good connection.  If packets are dropped, you'll lose the connection.

You might consider doing a traceroute to see where packets are being dropped and then go from there.  Are you having packets to other ip's dropped too?  How about pinging your firewall's IP (the one there, not the remote one) from an outside network.

Sounds to me like you've got a broader problem with the ISP.

It Still Did not work so they rebuilt the Circuit and now it works
