Is there any total free website that I can start learning WordPress ? I have gone through several video but it seems that all of them need to subscribe an account in HostGator which is not free.

you could sign up to Wordpress (free) and make a blog at www.wordpress.com  and play around with it, but if you wanted to get to grips with Wordpress   you could set it up locally on your computer and practice that way.

Is there any example to build a shopping carts / e-commerce so that I can follow up ?

I use woocommerce  they provide plugins and themes for shops.
the best way to learn is to try it out
download the free parts   (to make it a decent shop you will need buy some addons  though)

then add some products , configure the payment to cheque (to let you practice and understand how it all works without paying all the time)
