can you detect images and text on top of an app and respond

Can you have an app that, when opened, is invisible, but stays on top of any app that is open allowing you to use the app under it as normal.  Except, it has the ability to recognize images and text from the app or apps below it (below it meaning open at the same time).  If it (the filtering app) detects certain images or text, it reveals a visual block, but still allows the user to interact with the app below it.

Is this possible?  Let me know if you don't understand my question

The problem is that the filter apps out there only work from browsers.
Inappropriate content is mostly accesed from apps like YouTube and other
apps. So unless there is a big brother approach that handle apps too, the
current solutions are worthless.
Precisely .. that is why giving tablets and phones to children is best done under supervision or with limited access.  Basically YouTube has some very limited parental control which you can enable but that is about the limit of it.
