Can't access EXCEL HELP

I got the following message box when I pressed F1 or clicked on the Help menu item.
I got the same message box when I was in the VBE.

How can I fix this?

Which OS?  Which version of Office?

Did Help work before?

The help viewer is integrated with Internet Explorer so please try resetting Internet Explorer using

Tools | Internet Options | Advanced | Reset
