Access 2010 Linked Table Manager and Import Wizard

After at least 5 years of this working with no issues, this week I am unable to run the Linked Table Manager on 2 out of 5 workstations (Windows 7. ) The error message is "The wizard you've requested is not installed or is in a bad state.  Please install or reinstall the wizard.  If you do not have permission to do this on your computer, please contact your help desk representative."  

I tried various suggestions found on Microsoft website, other posts, etc. but to no avail.  Logging on as a different user on the computer made no difference; however, suspecting that a Windows update caused this, I did a system restore to a restore point a few days earlier and the Linked Table Manager resumed working.  Oddly, there were no Windows updates listed in Installed Updates in Control Panel with dates that were AFTER the last time the wizard worked correctly; nevertheless, a System Restore got it working again.

Unfortunately System Restore is not successful on one of the computers experiencing the issue, and I am unable to import files or relink tables with the Linked Table Manager.  I am pretty much convinced it is a Windows Update that caused this. Any one else have this problem recently?

I had the same problem starting a few days ago -- I will try uninstalling that update.
