I've been looking for an open source project management software (cheapskate like me can use for free), that I can run at a vanilla ISP (Windows or Linux) . I've been looking at OranageScrum but I get the feeling its not ready yet...does anyone have any suggestions?

Have you used this trello?
I'm using it. It's one of many options. Trello is usefull for implement Kanban boards.

Think you should first think on the kind of solution you need: High colaboration?, visual?, security? Kanban?

This will set a baseline. The right tool came after that.

I really want something that allows collaboration + project management. The reviews I read of trello was that it was good to individual ToDo lists but not so good for project managers to look over the projects.
Trello  helps implementing Kanban, and this method is used for many business funcions (including project management) in world wide companies.

You need to know how Kanban work and decide id it word for your project. Maby you need a more "traditional" project management process. You can use other tools in such case.

The tool is important, but the process is fundamental.
