Setup iPhone 6 without using iTunes/apple id
Hey Experts! Our gov agency has decided to move away from a managed Blackberry environment to a non-managed mix of Blackberry and iPhones. I don't know why and at this point, it's a done deal so I'm trying to work through the fallout.
I've never set an iPhone up without entering in my apple ID (email address). Can you use an iphone without entering in an iTunes or apple id? Obviously they wouldn't be able to download apps but without an iTunes/apple id, is the remaining functionality there (like downloading iOS updates -which are now up to the end user to manage!)?

The decision was made at the state level and I sit at the lowly county level so the device management protocol is set by them (we get all email services through them).
I will "highly" recommend that we set the phone up with a generic user account/apple id but if the person assigned to it leaves our agency and we did a factory reset on it, would it matter what account was used previously? Maybe I misunderstood the factory reset part. If you don't know the apple id, you can't factory reset the phone?
We don't want the users to install apps to the phone. It should be used for email access only. I again question the decision making of going from a managed environment to a non-managed one.
