Windows 7 basic and aero themes grayed out in server 2008 R2
I need this to work for "Winflector" software requirements

I've installed Desktop Experience, rebooted.
I logged in and it completed feature installation

went to gpedit.msc  (local policy)
User Configuration > Administrative Templates > Control Panel > Personalization
and disabled "Prevent changing theme"
verified effect of this in RSOP.msc

went to
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
created a 32 bit dword "NoThemesTab" and set it to '0'  although I believe that is a 2008 "R1" setting, not R2.  Why not, right?

net stop uxsms
net start uxsms
Net stop themes
Net start themes

sc query themes
    (status running)
sc query uxsms
    (status running)

I went to computer > properties > advanced > settings > visual effects > adjust for best performance, than back to appearance.  Tried custom, and checking all boxes, unsetting it, setting it back.

Still grayed out.  I want the Windows 7 Basic theme.

This is an HP DL380p Gen8 server with a Matrox G200eH and 2008 R2.  This graphics card does not meet aero requirements due to the 128mb of VRAM but it does support basic.

I'm looking at it via remote desktop.  
any help would be appreciated.

It doesn't look grayed out in the picture?

However, the NoThemesTab has been around for a long time, and is still a valid policy setting.

I would check for higher level policies, and use gpresult to check.  (its more comprehensive than rsop.

I'd obviously try bouncing the server, and potentially delete the profile that you are testing with and validate that when it gets recreated it either does or does not work.

are you able to select any theme? (obviously note Aero :-)

I'm pretty sure most themes are disabled in RDP Admin mode.

Try installing VNC on the server to see if the theme is actually working, and that it's not just RDP that's causing the issue.

Sorry, I didn't receive alerts on responses. I did resolve this.  It was not registry, I believe I just changed it from console session 0 / VNC or in person and this change was reflected in RDP.
