Apple IPAD 2 Locked after iOS 9.3 update
A friend lent me this iPad to see if i can unlock it after it was updated to iOS 9.3
Keep getting This iPad is linked to an Apple ID. Enter the Apple ID and password that were used to set up this iPad. (g●●●●●@hotmail.com)
The person don't even know the apple id or the password to unlock it cause they bought around 5 at the same time
I tried doing a factory restore using iTunes but no luck
Is it possible to fix this or should they throw away this iPad now????

This should have been evident already after buying it and doing a full reset (which he didn't do apparently). The only way to unlock it, is to track down the previous owner (who has to remember the g●●●●●@hotmail.com email and password combination, with a small backup method using the 3 secret questions). If the previous owner can't be tracked, doesn't know the password or can't unlock it with the 3 secret questions, your iPad is now an expensive paper weight.

Depends which build is currently installed. You started the thread talking about iPad2's and 9.3 so I've assumed that's what you tried to upgrade to. If you have the initial build of 9.3 (Build# 13E233) that will cause exactly what you describe and no amount of entering Apple ID's or passwords will fix it..
Apart from restoring in recovery mode to an existing backup you can try Apple's newly published fix here:
https://support.apple.com/en-us/HT206203?cid=tw_sc_pub_all_activate
However, if you have 9.3.1 installed or the fixed build of 9.3 (Build# 13E236) then the owner will need to use the usual "recover my Apple ID" process with Apple's support as this won't be an error due to the first 9.3 OTA build being unable to verify with Apple's activation servers it's simply the activation credentials aren't correct.

is it possible to roll back to 9.2 and fix it????
It should be - much easier if you have a backup image of the previous system - see the links above.
