Getting a click event from a PDF on a mobile device?

I wold like a click on a word in my PDF to open the definition of that word. Using MS Word, that's easy to do for a desktop use of that PDF. Can it work the same on a mobile??

I am still confused as to why a PDF on my desktop supports pop-ups on a mouse click but that a PDF can not support a pop-up on a user's tap on a mobile...

What am I missing?

I was asking about the native PDF on a mobile with nothing installed.

I can not explain to people to install this. I am going for a mass audience. I am just trying to understand why a mouse-click works on a desktop OS and a web browser, but a finger tap does not do the same on a mobile.

There's clearly a reason and understanding that detail will help me understand more of the bigger picture.
