Ok but if cost wasn't an issue, would you say there are no other major downsides and that IP cameras are at an advantage over non IP variants?
One other downside I heard is that IP cameras can put a lot of strain on a home network.
Because I am at first fix on my new build home, am I right in thinking that without consulting expensive installers at this stage, if I run Cat 6 cable to the areas of the house in question where I eventually want to install CCTV cameras, this will be all that is needed?

What is the goal? If you need a centralized recorder, you gave to make sure the Nvr you use includes the option of pulling data from an ip camera.
The othe I think not mentioned as long as your Nvr can pull data from ip cams, you are not locked into the 4/8/16/32 cctv cameras I.e. You can expand at will by adding an ip camera and configuring the Nvr to pull data from the new camera.
Your question is vague and without guidance there is no basis in which to .....
If Alarmed events are sent to the cloud, while normal recording is also maintained locally.
There are nvrs that include the option of using a system that could be setup to collect the data in a sevondary aggregate where one could have larger space. I.e. Windows/Linux Nvr that collects the sata from cctv nvrs, ip cams, .......
