Windows 10 and Internet Explorer 11 problem with toolbars

I've installed Windows 10 on my computer and am attempting to get everything working as it was under Windows 7.  My current issue is that I can not "turn on" any 3rd party toolbars (in particular, the RoboForm toolbar) without receiving the message "This action is restricted.....".  If anyone has any insight on this situation, I would really appreciate the help.  I've searched thru Google and tried a number of "solutions", none of which worked.  Thanks, Jim

First guess: You are using an old and incompatible version of RoboForm. Try the latest.

No time to fool around with incompatibilities at this point.  Just trying to stay on top of things for the future!
I can install it in a clean VM if you just tell me the steps like
1 setup
2 click here and there...
Thanks for the offer, but, again, it's just not that important.  The program works, but not as smoothly as it should, meaning that it should populate the first login (for a dual-step login to a web-site) automatically, but under Win10, it doesn't.  You can use the "Fill forms" option to "fill" the first login, then it does seem to automate the process from there (i.e. brings up the selection box for the second login/password and when you click on "Fill and Submit" it does work.  In Windows 7 all of this is automatic and one of the tricks to get it to work automatically is that you have to "turn on" the RoboForm toolbar, log into a site, then you can actually turn off the toolbar and everything still works automatically (granted, it's a little quirky to set up, but once you've done it, RoboForm is a great program if you don't want to have to remember all of your login information to tons of web sites (e.g. Experts Exchange)....I don't even know what my login info is!?
