Windows 10  .net 3.5

I have an application that needs .net 3.5. On new (non upgraded) machines I cant install .net 3.5. I go into control panel and add add it under 'turn windows features on or off' but I receive an error 0x800F081F.

Make sure you have internet access and no firewall blocking downloads. Windows 10 uses "features in demand" to pull down features from windows update when you turn them on.

I've had a number of problems getting .NET 3.5 running on Win10.  Best luck I've had was to install it as the very first thing you do on a brand new system (I understand that probably isn't possible at this point).  I've had some success with the following:

You will receive an error code: 0x800F081F when you try to install .NET 3.5

To install:
Launch an administrative powershell window
Made sure Win10 DVD is in the drive
Run the command:
                dism.exe /online /enable-feature /featurename:Netfx3 /All /LimitAccess /Source:d:\sources\sxs
