Replace Access 2010 icon in Windows Taskbar

I have a custom Access 2010 application and a custom icon (.ico) file.  I would like to replace the Access icon in the Windows Taskbar when this application runs and the small icon that shows in the upper left hand corner when the Access Ribbon is hidden.  I am running the application on Windows 8.1 and Windows 10.  I have all of the other icons fixed ie shortcut etc.

I had done that already but looks like the icon file was not where the path thought it was.  However this only fixed the  icon in the upper left hand corner.  The icon in the Windows Taskbar at the bottom of the Windows screen is still the Access icon.  

I had seen some posts on other forums that suggested the Start menu but they were all Windows XP threads.
Well ... there is a definite issue in A2016 .... the custom does NOT appear in the task bar OR the Access App Window :-(

There might also be a problem with A2010 in Win 8.1 and Win 10 ... not sure.
There is no issue in Win 7 ... I have countless custom icons for all apps here at work.
