How to allow updates without giving admin permissions

We don't give users admin permissions on their Windows 7 devices usually, but get a lot of helpdesk tickets about software updates that keep popping up (Java and the like) that require admin rights.  How do other people handle this situation?

We don't use WSUS.  We do use InTune.  We are happy for people to be able to update software that has already been installed but don't want them (apart from certain teams) installing new software that hasn't been agreed.
