Software or Server for Bulk Emailing without unsubscribe

We use mailchimp to send out company newsletters and marketing blasts to our subscribers.  At the bottom of this email is a stand blurb that allows them to unsubscribe that is required by mailchimp.  That is all good and fine and I understand the reasons why.  However, we now have a unique need (I won't go into details) to send out multiple mailers where this blurb can't be included.  I realize we can do this via Work/Outlook mail-merge, however, because we are having to send this on behalf of 15 or so people, I was hoping to find some software or service that will allow us to do this in a more automated fashion so we don't have to setup an outlook account 15 different times.  Any ideas?

In our country it is illegal to send bulk mails without an option to unsubscribe and you could get prosecuted. In short these mails are spam. I would suggest you to double check laws about this in your country. (Sorry, this is not an answer to your question.)

It's not illegal if the emails are going to be internal.  There has to be some sort of solution for this.
If you are using Exchange server you can set send-as or send-on-behalf permissions on that mailboxes, so everything can be sent thru one user. You can also create (dynamic) distribution group(s).

Im aware of setting send as permissions.  Ee have used this for numerous things.  This is only half the solution though.  How do you propose personalizing each message with a first and last name and sending different emails as 15 different employees.  As i mentioned above, mail-merge can accomplish this but it always sends from the default account setup in outlook so we have to modify the and setup that account depending on who we are sending as.  Its basically like creating 15 different campaigns, if you will.  I was hoping to find a better solution then mail merge as the time to set this up and carry it out doesn't lend itself well to having to perform it again.
Sorry,  but I'm out of ideas. I doubt that transport rules will be of any use in your case.
I'm also surprised of your needs.
Sending personalized mail to the group of employees 15 times from 15 different addresses and even they will not be the person who will click send button. And no blurb.
I'm afraid that using outlook/exchange you will need to do that 15 times.
