I asked other questions about fixing my windows 7 laptop.
My login is 'time warner cable'
I could also do 'xfinity' but have not tried yet
I am connected to hotspot but connection disables and is on just long enough for me to copy paste a question to experts-exchange.

But the ip address changes every hour

This is what I found on the Optimum WIFI website:
Select the TWCWiFi network name from available wireless networks.
On selecting the TWCWiFi network name, open your browser and the TWCWiFi sign-in portal will appear.
Sign in using your TWC ID or My Account username and password.
Accept the terms and conditions and connect.

I would check the Optimum Website for known WIFI hotspots or at least where the signal is the strongest.

Signal is week from 3pm - 9pm probably because peak usage

I contacted optimum via chat
and before chat disconnected; agent kept asking me if I was a customer of optimum
cablewifi hotspot belongs to optimum but can be used by timewarner and xfinity which I have accounts
