Sequential transmission of emails

We have a procedure that sends emails to a salesforce listener. These incoming emails trigger a workflow that updates certain fields that then trigger another workflow that sends emails to a zapier web hook.  If the incoming emails to salesforce are received without a gap of adequate duration, the emails that are sent to zapier contain updates to multiple records (rather than to just one) that in turn causes the zapier parsing to fail.  Question please: how can I process the incoming emails to ensure that there is an adequate gap between them?  Thanks.

Dear Gerwin Jansen,

Very good point!  Do you happen to know if is there a way of setting up a workflow in Salesforce such that, should a trigger be set off two or more times sequentially, a minimum time elapses between the occurrences of the action that is consequential on the trigger being set off?  For example, a field is updated in two separate opportunities within one second of each other.  The same trigger is activated by both occurrences but we want to ensure that a minimum period of time elapses between the two actions that ensue, eg transmitting an outgoing email.
