USB Port Assignments

I am working on a project to duplicate USB sticks for Lenovo. They provide a tool to do the basic partitioning, and copying of files after telling it what drive letter to work on, but if we want to do more than one USB at a time it starts to get confusing, as we cannot guarantee that the same drive letter will always be on the same USB port.

My question is, how can I assign a specific drive letter to a specific physical USB port?
Keep in mind I am not asking for a Specific USB drive to be assigned to a specific letter, but a specific USB port.
I need a USB port to always assign the same drive letter to what ever is plugged into it.

Will try this first thing in the morning :-) And Report Back.
What command would I have to insert to the INI file to (for example) make it so that USB Port Name     = 3-17 will always be assigned to Driver Letter F, no matter what device is connected to this port?
