MS Excel in a SaaS Model

As a follow on to a question about VBA and JavaScript....... I have a simple question (not expecting a simple answer):
Can I take a MS Excel Workbook or Executable (Compiled EXE file), with all the Macros, Conditional Formatting, Range Naming, Cell Style Formatting, embedded formulas, Functions, Modules, VBA Code, graphics, etc. etc. and run it in a Cloud or SaaS environment for distribution to Users? This may be in a subscription model so this would look like and behave like a Application; while leveraging Excel as the Development and delivery Platform of choice over the Internet.
